Posted this over on DBF, thought it worth posting here. Affects Manchester only just now but probably just a matter of time before we here rumbles North of the border and wondered if Weavie might know something more current relating to this Question

On a slightly different note, my younger brother lives in Leeds and they are bringing in the congestion charge, so in his wisdom he bought a scooter.

However the scooter he has bought was through the internet and arrived in a crate and he had to assemble it Shocked My brother cannot wire a plug Shocked Shocked

He has always been anti bikes and given me a hard time over the years, but his tightfistedness has reduced him to taking a CBT and getting this scooter, it terrifies me that someone with no real passion or interest of bikes is assembling a scooter with no knowledge then can just jump on it and ride the streets of Leeds.

Or am I being too sisterly?

You don't need balls to ride a bike!

Manchester Evening News must have taken the link down because of the volume of protest traffic it was receiving. Shocked

Here are a couple of links relating to the same story:

The central theme is that while London are encouraging people to use motorcycles and scooters to reduce congestion and assist with parking, as your brother's experience shows, Manchester have decided to use the 'green' issue as a legitimate excuse to charge motorcyclists a congestion charge. Shocked

Mixed messages here as the DFT are trying to encourage motorcyclists to use bus lanes. Question

Strange when some city centres (such as Nottingham) are using cameras to fine motorcyclists using bus lanes for filtering Confused
